I am retired from the Boca Raton Police Department (FL) with
over twenty-six years of law enforcement experience. I retired
as the Deputy Chief of Police and held that position for over
eight years. During my career, I served at all levels in the
department including Interim Chief of Police. I have worked for
the Commission on Accreditation for Law Enforcement Agencies (C.A.L.E.A.)
evaluating police departments in both the U.S. and Canada to
ensure their policies and practices met nationally accepted
standards.
During my
tenure as Deputy Chief of Police, part of my direct
responsibilities were planning and training, accreditation,
internal affairs, and recruitment and hiring. I also had
responsibility for final review and approval of all Use of Force
Reports and Police Pursuit Reports. As Deputy Chief for over
eight years, I have had the opportunity to work with and
supervise all operations within the agency. In addition, I have
been the police department's accreditation manager and have
directed the department through national accreditation in 1994 &
1999 and state accreditation in 1997.
My education
consists of a Bachelor of Arts in Political Science from Florida
Atlantic University. I am a graduate of Northwestern
University's ten week "School of Police Staff and Command" and
the "Senior Management Institute for Police" conducted by the
Police Executive Research Forum (PERF). In addition I have
attended over fifty seminars related to law enforcement and
local government which include Lethal and Less Lethal
Force and TASER Instructor Certification.
I have worked
for both the plaintiff and defense and have provided testimony
and or consultation in use of force, internal affairs, arrest,
negligent hiring, supervision and retention, police shootings
and the Florida Mental Health Act (Baker Act).
In addition

My specific duties for the last three years of employment were
accreditation, recruitment and hiring, and internal affairs. As
the accreditation manager my duties included reviewing and/or
writing all police department policies to ensure they were in
compliance with all state and federal laws and standards as
required by the Commission on Accreditation for Law Enforcement
Agencies. As a result, my knowledge of police policies and
procedures is extensive. Concerning recruitment and hiring, I
had direct responsibility for the hiring of all police officers
and indirect responsibility for civilian personnel. As a result,
I have extensive knowledge of hiring procedures and requirements
for law enforcement personnel. My responsibilities concerning
internal affairs were final approval of all internal affairs
investigations and investigating serious and /or potential
criminal complaints. |
